If one non-profit organization wants to publish newspaper copied from other people, are they violating the copyright laws? Or can FREE magazines copy news from internet and publish? as long as it free? I have seen many free magazines doing so, wonder if it’s ok to do so?

Non-profits, charities & free publications are bound by the same copyright laws as everyone else.

copyright infringement is based on distribution and not profit. to freely distribute copyrighted works damages the commercial value of the original. for registered works, proof of damage is not required, the court can impose statutory damages. being non-profit will not excuse you from infringement. however certain uses of copyright material is consider fair use, that is a complicated consideration but being non-profit can help in that circumstance.

As a librarian who works for a public library (non-profit). Non profits are not supposed to use materials copied from other sources . In the first place its plagiarism if you copy material without the authors permission. however many authors give permission for non profits to use their work after they have been published..
