I’ve heard that you can use ten seconds of a sound recording (i.e. from a popular song) without infringing on copyright law, is this true and if so where can i find the specific of the law.

you heard wrong; you can’t infringe on anyone’s sound recording. you can sample sounds, but that’s licensing. you have to pay a royalty for it.
