Almost never. Some government information might be confidential, but if it is, then you shouldn’t even be seeing it.
Public information is paid for by taxpayers and is not copyrighted.

    You can reproduce it all you want. You can distribute it all you want as long as it is not classified information.
    Just don’t try to sell it. You may end up having a long talk with the FBI.

    It depends on the document. Sometimes yes, sometimes no.
