If you own a copy of a magazine and make a copy for your own use, no.
If you buy a magazine, and you make a copy to give to your friend, yes, it’s a copyright violation.

For your own use no. To sell it would be unless the copies made were from a news paper or magazine made in a joint venture with someone with material which was to be reproduced. You could use the copy as a model for an art project. You could also make magazines with a Xerox machine and sell for twenty five cents. Already known likely.
Could wonder then why copying videos about The Holocaust which have copyrights on them should be such as would be considered an act of video piracy without permission of owner. People should be able to make copies of those.

If you just did it for your own personal scrapbook or something it wouldn’t, but if you were to copy it to reprint or distribute it to others it would be.
